H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, presented Azucena Arbeleche, Uruguay’s Minister of Economy and Finance, with the Best Minister in the World Award.

Arbeleche won due to her inspiring leadership role in spearheading her country’s efforts to drive Uruguay’s economic recovery with the highest exports in its history and high rate of job creation.

The Uruguayan minister was appointed just two weeks before the COVID-19 pandemic hit the country. But under her leadership, the Ministry of Economy and Finance succeeded in implementing market-friendly fiscal measures which boosted trade, jobs and investment.

She also established the COVID-19 Fund, which played a key role in securing the resources needed to obtain vaccines and driving investments in the country’s health sector.

On winning the coveted titled, Arbeleche said she was delighted to be honoured at the World Government Summit, adding "We always strive to achieve the common good through everything we do."

On her efforts to drive economic recovery in the South American country, she said, "The performance of small companies is directly reflected in the performance of Uruguay, and the success of the state from the success of these companies. We need these economic engines so that we can create more jobs."

The World Government Summit launched an exceptional edition of the Best Minister in the World Award, to honour the leading figures who addressed global challenges. UAE government ministers are excluded from participating in the Award to maintain impartiality.

Nominees are judged on their positive economic and social impact, measurable achievements and results achieved during their tenure, and the level of innovation, creativity and leadership demonstrated.

The jury includes an elite group of experts. The winner was selected in cooperation with PwC Middle East, the WGS2022 knowledge partner.

The Best Minister in the World Award was launched in 2016 and has been awarded to four ministers from three continents: Greg Hunt, former Acting Minister of Environment, Minister of Cities and the Built Environment of Australia; Awa Marie Coll-Seck, former Minister of Health of the Republic of Senegal; Sri Mulyani Indrawati, Minister of Finance of Indonesia; and Ferozuddin Feroz, former Minister of Health of the Republic of Afghanistan.
